Android 9.0 demands more resources than Android 4.4.2. To keep your upgraded device snappy: This is highly unlikely for a device on Android 4
Either keep your phone on KitKat with lightweight apps, or consider buying a low-cost modern Android device (even a $50 phone runs Android 11+).
Copy the ROM zip and GApps zip to your SD card. Flash in TWRP: Boot to TWRP.
