
3.5-inch desktop IDE/SATA drives require external 12V power adapter bricks to spin up. The USB port alone cannot deliver enough current. If the drive cannot spin up, the ECD819 SU3 controller chip cannot communicate with Windows, resulting in a driver error.
Use Device Manager to uninstall the device, then restart your PC. Windows will reinstall the driver upon reboot.
The SU3 is a USB 3.0 device. Sometimes Windows 10 has power management issues with USB 3.0 controllers.
